INTERNATIONAL WINTER EDITION

§1 RULES

Riga Cup will be played in accordance with all applicable parts on the Latvian Football Federation (LFF) rules.

§2 RULES OF THE GAME

The club has to be member of their FIFA affiliated national association. In countries where football is operated by the schools we also allow teams affiliated by their school football association. The teams are divided into groups where all the teams will meet in round robin series. The order among the teams will be decided according to points. Victory gives 3 points, draw 1 point and a lost game 0 points. If two or more teams have the same number of points, the order will be decided as follows: 1.Results of matches between teams in question; 2.Goal difference from the group matches played among the teams in question; 3.Number of goals scored in the group matches played among the teams in question; 4.Goal difference from all group matches played; 5.Number of goals scored from all group matches played; 6.Count of yellow and red cards. 7.If all is equal, will be draw between the teams who will go through.

§4 PLAYING PERIODS

Playing periods may vary from tournament to tournament.

§5 TIME OUT

Time out is not allowed.

§6 NUMBERS OF PLAYERS AND SUBSTITUTES

No team may use more than 25 players in a match. A substituted player may re-enter in the match. Substitution can be done without stopping the game. Notice that the game has to be stopped and the referee has to be informed by substitution of a goalkeeper. All substitutions should be done within the technical area of the team. If there is no technical area the substitution should be made at the center line. The player that will be substituted has to leave the field before the new player can enter the field. Incorrect substitution will be punished with a yellow card. It is permitted to use a player from the same club in several teams but not in the same class. This player has to be on the participant list of all teams he will play for. The player also has to be present when identifying the age each specific time for all teams the player plays for. Maximum number of players on the participant list is 25.

§7 OVER AGED PLAYER

In age groups U-12 – U-15 team can ask permission from organizer to use 2 over aged players born after 1st August of age groups previous year. In age group U-17 and U-16 team can ask permission to use up to 4 over aged players born after 1st January of age groups previous year. Organizer reserves right to not allow over aged players. In age groups U-10 and U-11 over aged players are not allowed.

§8 LIST OF PLAYERS

Each team must submit a list of players to the administration before its first match in the tournament. All players must be able to identify themselves and to certify their age with a valid passport. Single players can join at a later time, provided that they are listed on the first given Participants` list and that the player shows valid identification before he plays first game. Teams using unqualified players can be excluded from the tournament.

§9 IMPORTANT MATCH DETAILS

Team list A written team list must be handed to the referee before every match. The number each player has on the Participants` list has to be noted on the team list for each game. All players on the team list are considered as if they have participated in the game. All team shirts must be numbered and the numbers must correspond to the numbers of the team list. Numbers must be on the backs of the shirts. Two players may not use the same number in any given match. If the referee decides that one team should change shirts due to similar to the opposing team`s shirts, the team appearing last in the program must change. Before game All teams must be ready at the field no later than 15 minutes before kick-off. The team manager must make sure that his players are adequately insured. All players must wear shin guards. The teams are responsible for their supporters behavior. Balls Age groups U-14 – U-17 play with ball size Nr.5, age groups U-10 – U-13 play with ball size Nr.4.

§10 REFEREES

Referees are members of the Latvian Football Federation.

§11 THE TOURNAMENT JURY

The jury of the tournament consists of members from the organization committee. Protests and penalty matters are handled by the jury.

§12 THE ORGANIZATION COMMITTEE

The Riga Cup is organized by KROSTER Ltd. The organization committee reserves the right to choose tournament participants.

§13 PROTESTS AND PENALTIES

All protest must be made in writing by the team manager. Protests must be delivered to the Central Information no later than 15 minutes after the match is finished. A protest fee of 150 EUR will be paid at that time. This fee will be returned if the protest is approved. The decisions of the referee regarding facts connected with the game are final. (FIFA rule no.5) No measures will be taken on protests on decisions made by referees. Cautions and Sending-Off Offences any player given a red card is automatically suspended from participation in the following match. The tournament jury can decide about suspension for further games. Yellow cards are not accumulated. Severe offences will be reported to the FA of each country.

§14 WALK OVER

Any team not appearing at the appointed time and place for a match without a valid excuse will automatically be declared loser by 3-0. If a team repeatedly fails to appear at the game, the team may be excluded from the tournament. In special cases, the tournament jury may decide to exclude a team at the first offence.

§15 MATCH FIELD

All the fields are synthetic. The field are located in Riga, Grostonas street 6b, Olimpic Sport Center and Skonto halle, E. Melngaiļa iela 1a

§16 PLAYING PROGRAM

The organization committee has the right to make changes in the game schedule; the groups, times and courts. Notice about this will be given to every team leader. If there is a tie game at the end of regulation time during the tournaments playoffs, the following rules will apply: Penalty’s: Three penalty shots to each team. Should tie persist, one penalty shot each team until there is a winner. Team have to use a different player for each shot until all players have been used.

§17 PARTICIPATION IN TOURNAMENT

Participation of team in Riga Cup tournament is guaranteed only when teem receives official confirmation of participation in Riga Cup tournament. Riga Cup organization reserves the right to pay back participation fee if Riga Cup organization doesn’t give confirmation of participation in Riga Cup tournament to registered team. Team shouldn’t book flight, ferry or other transportation tickets before confirmation of participation in Riga Cup tournament is received.

§18 REGULATIONS FOR ACCOMMODATION

General The team manager as indicated on the Participants` list is responsible for any damage causes by his players. Consumption of alcoholic beverages is absolutely forbidden. Silence is prescribed between 23:00 till 06:00. Check-in time is from 14:00. Check-out time from hotel is 12:00. Participation teams have to pay extra fee for late check-out or early check-in. To prevent fire Smoking is prohibited. It is forbidden to cook in the sleeping facilities and corridors. It is forbidden to put combustibles in the corridors, or to move out desks and chairs etc. Please note that the doors between the corridors and the stairs should be closed. Damage list To accommodate in hotel head of delegation will have to agree and sign damage list handed in hotel.

§19 INSURANCE

Make sure that all your players are insured both on and off the playing field. Riga Cup does not carry any group insurance, and is not responsible for protecting participants in case of injury, illness, theft or damage to property. Participants from countries that have no medical insurance agreement with Latvia must have personal medical insurance. Riga Cup is in no way responsible for injury or economic loss which may arise in the case of war, warlike events, civil war, revolution or civil disturbances or because of the actions of the authorities, strikes, lockouts, blockades or similar events. Participants from countries that have no medical insurance agreement with Latvia must have personal medical insurance.

§ 20 TEAM FEE

Participation fee should be paid not later than eight (8) weeks before tournament starts. Team fee and payments for accommodation is not returnable in case of non – participation in the tournament for reasons which does not depend on the organizers. When team is paying a team fee it automatically accept all tournament rules and regulations.

§ 21 ACCOMMODATION

50% of fee for accommodation should be paid not later than four (4) weeks before tournament starts. 100% of fee for accommodation should be paid not later than a week (1) before tournament start. Accommodation for team possible only in hotel which organizers provide. All teams must pay tournament fee and stay in hotel which organizers provide. Exception only for teams from Latvia which don’t want to or can’t stay in hotel, is to pay second team fee instead of tournament or accommodation fee. This option is available only to teams from Latvia and if organization of Riga Cup offers it.

§ 23 Personal information

Organizers can send emails relevant to Riga Cup (date announcements, invitations, greetings etc.) to all registered teams and their staff. To unsubscribe from this list, email asking for unsubscription must be sent to organizers. Organizers can publish all results of tournament. Organizers can publish video and photo material form Riga Cup events and use it in marketing and advertisement. Photo and video material form event can be provided to tournament sponsors and they can use it in their own way for marketing and advertisement. Other information as phone numbers and emails will not be shared with third party.

FAILURE TO COMPLY WITH THESE RULES WILL BE DEALT WITH BY THE JURY AND MAY RESULT IN EXCLUSION FROM THE TOURNAMENT AND LODGINGS. PLEASE DO NOT KEEP ANY MONEY OR VALUABLES IN YOUR ROOMS.
